LAgg Fixed O_O

I have recently updated the server quite a bit.

Fixed Some lagg issues
Removed Lockette
Added lava bucket, water bucket placing
Made the 30 second messages into 60 second messages
Increased residence size
and more..


I do not see a need for lockette right now since we have resident. i also added chest protection so its automaticaly added when you place your chest.
